If you are on an empty works, either because you just logged in, or you switched workspaces to start something new, the common "next step" is to open an application, or file manager window.

When you access "Activities" in the new and empty workspace, not only it doesn't make sense to have the "Windows" view by default (if it's an empty workspace, there are no windows), but we are also demanding one extra click to the user in order to access applications (unless its a favorite one).
