gnome-shell doesn't honor keybindings when in "zoomed out" mode

I have a bunch of keyboard bindings assigned to launch new tools (emacs windows, terminals, etc...). It's very annoying that they don't work when the desktop happens to be zoomed out. That state isn't always obvious. It's routine that I close one window with the keyboard then try to open another with a key binding. If that window happens to be the last one on the desktop, then gnome-shell will zoom out and the second keystroke will fail silently. Basically, this is a fairly serious usability hassle. My fingers (!) need to know the number of windows on the desktop to know whether or not I need to press the Windows key between the Ctrl-W and launch keybinding. My fingers aren't that smart. I don't off-hand see why keybindings won't work in the zoomed-out state.
