I didn't test it since a while but I'm sure telepathy-phoney can't be used with any decent version of Empathy. It should implement newer interface such at Request and Messages.

gnome-phone-manager is not under active development anymore since 2013.
Its codebase has been archived:
https://gitlab.gnome.org/Archive/phonemgr/commits/master
