Since my original bug report #671916 was closed as a duplicate of this one, I'd just like to point out that this bug has more severe consequences than just lack of busy cursor: it seems that it fools metacity and results in nautilus window being covered by an existing window on nautilus startup under certain circumstances (see https://bugs.launchpad.net/unity-2d/+bug/889044). My original bug report (https://bugzilla.gnome.org/show_bug.cgi?id=671916) includes analysis of metacity debug log.
