This might need a design decision. Feel free to wontfix, etc.

The accessibility dropdown has things to control all kinds of accessibility options. I expect the on screen keyboard (the gnome-shell one) to be there as well.

No. This is something we definitively want - in fact, the option used to be in the universal access menu, but was commented out just before 3.0 (as the on-screen keyboard did not exist then). Bug 612662 has a patch ...
