Copy https://live.gnome.org/action/diff/Evolution/FAQ?action=diff&rev1=14&rev2=15 and link it into "Common Mail Questions and Problems" on the index.page, and add a SeeAlso ref to mail-working-offline.page.

I added some small changes (e.g. markup like <gui style="button">Send/Receive</gui> and "it's => it is", "Gnome" => "GNOME"), added this bug number to the commit message, and committed it:
