Power panel has only one option for desktops

As mentioned at https://mail.gnome.org/archives/desktop-devel-list/2011-September/msg00077.html, the Power panel only has one option for desktops, specifically "Suspend when inactive for..." Laptops have three options. As the Screen panel also doesn't have very many choices and there is significant logical overlap between Screen and Power, I propose that the two panels be merged. Brightness is definitely a power-saver option. And "dim screen to save power" is as well. I think "Lock screen after..." is just an option to configure what happens during the power save action. Since there are 20 panels (and maybe they'll be more in 3.4), we don't really have space for panels that only have 1 option.

Though the power panel contains few settings when there is no battery present and no connected devices, it can present a full panel's worth of content in many situations. How would a combined screen and power panel accommodate all of this?
I think this has been addressed with the new power panel
