Support libchamplain 0.11/0.12

libchamplain 0.11.0 is out and will lead to 0.12, I assume. I can only tell the pkg-config file has changed (since it's versioned), and simply updating configure.ac seems to be enough for the build side of things.
But we don't know yet if there will be any API breakage, right? In that case I rather stick to 0.10 for now to avoid compilation issues.
Sure, we don't know. But it 0.11.0 contains various build fixes, so everyone will want it, I guess. FWIW, empathy switches to it.
Jiri: do you have any information about when champlain 0.12.0 is scheduled?
Hi, if it simplifies things, I can make a release soon (say within a week). There haven't been many changes in this release so I hope it's quite stable. There won't be any incompatibilities between 0.10 and 0.12 API either.
