Having just moved from 2.2.x to 2.4.7, and this anomaly now occurs:
With vendor preferences set in GUI "Edit Vendor - Payment information" as tax included = no, tax table= none, when opening a new bill, the 'taxable' checkbox is still checked for new entries. For vendors where tax included=yes and tax table='mytaxtable' a new bill inherits the checkbox state correctly.
Have posted about this on gnucash user forums, was suggested I post a bug about it as apparently other/s have noted this anomaly.

Reassign version to 2.4.x so that individual 2.4 versions can be retired.
