Allow workspace re-arrangement

It should be possible to drag and drop workspaces in the overview to change the ordering, as an alternative to moving multiple windows between workspaces to change the ordering. After talking to aday about this on IRC we decided that this makes sense as dragging windows between workspaces is already possible with window thumbnails, and using the "thumbnail is the object" guideline dragging the workspace should manipulate the workspace.
This means ditching drags of windows across workspaces in the workspace sidebar. Having both would require too much pointer precision. Personally I favor rearranging the workspace order as suggested in this bug to the current "thumbnail in a thumbnail" window management.
Oh yes, I forgot to say that. You need to be able to drag the entire workspace because if you allowed both dragging of windows and workspaces you'd have some workspaces that were not draggable because of nothing to grab on to. I don't think many people use the window drag-and-drop available in the workspace thumbnails because the targets are so small and more readily available in the main overlay display.
