I have
LANG=lt_LT.ISO8859-13
LC_ALL=lt_LT
LC_CTYPE=lt_LT

Earlier (before version 0.11.0.90) articles sent with Lithuanian letters
were correctly assigned charset=iso-8859-13. Now it is always
charset=iso-8859-1.

Fixed in CVS - Pan 0.11.90 handles reading in article-specified
charsets and posting in user-specified charsets.
