When a wacom tablet is used with gimp, only about half of the pen strokes are recognized.  An example of this would be drawing 10 lines next to each other but only 5 of which are actually drawn.  When this bug occurs the outline of the brush moves to where the stoke begins but it doesn't track with the mouse as it moves.

I forgot to mention, this only occurs in ubuntu 11.04.  Also it is not a system bug since the tablet works perfectly in every other application i have tried.

Yes.  Also it works fine in older versions of Ubuntu and if i run Ubuntu is "Classic mode - no effects" the pen works fine but the menus become buggy.

Then it seems to be Ubuntu-specific. Did you report this in the Ubuntu bug tracker?

IIRC this bug is in their bug tracker, but priority is as low as it goes since it's just one program that's bugging out.

Yes, this bug has been reported on the ubuntu bug tracker ( https://bugs.launchpad.net/ubuntu/+source/gimp/+bug/786317 ), but since it is a compatibility issue it is best if the issue is tackled from both ends.  Is there any way i can get you information to help you track down the cause of this bug?

This is an annoying bug for me, and I would be happy to help if there is anything that I can do. Is there any sort of verbose mode which Gimp can be run in for capturing potentially useful information? Any suggestions on log files that might be worth looking at?

The comments on the Launchpad bug suggest that compiz is affecting the behaviour, so https://smspillaz.wordpress.com/2011/01/13/the-super-new-compiz-debugging-tool/ could be useful. 

I've never used this tool myself, though - I'm using a different platform and this was just the first hit when searching for "compiz debugging".

I see this bug using xfce4 on Xubuntu (oneiric 11.10) and with the 2.7.3 gimp I built from the instructions.

So I don't think it's a compiz problem

Why was this bug closed? Comment #9 simply states it's not a compiz's problem, but this is gimp's bugzilla, not compiz's.

Can someone please reopen it?

Does this still occur in 2.8.x or git master?  If so, please provide details on your GIMP version, OS, window manager, tablet, etc.
