If I understand http://lists.gnucash.org/pipermail/gnucash-user/2011-July/040349.html right, the problem is solved and the cause was the missing libdbd-pgsql [deb name]/ libdbi-dbd-pgsql [rpm name] layer.

While README.dependencies has a (to) short section, I /believe/ the manual is missing a section about optional and suggested packages. So I reassign this bug to the documentation team.

No, you misunderstood: On Win32, everything must be provided, and the postgres stuff is supposed to be present. There was apparently a packaging error on 2.7 which has been subsequently corrected: The current releases do provide postgres as a save-as option.
