Issues with dual monitor on top of each other

When using dual screen vertically (on top of each other) there are several issues. 1 - The destop preview in the activities overview only shows the screen with the panel (top or bottom). 2 - When the panel is on the bottom screen, windows can't be moved to the top screen, or at least not completely as if there was no top screen. 3 - When the panel is on the top screen, the notification area is inactive but visible on the top part of the bottom screen. Windows can be moved around.

Only the top screen with Firefox is in the preview. A second desktop has Rhythmbox running Whatever is on the screen without the panel will be on the current desktop.

Windows can't be completely on the top screen if it doesn't have the panel.
Created attachment 186424 [details] message tray visible on bottom screen Here's a screenshot showing the message tray is visible and covering the top of the bottom screen, when the panel is on the top screen. It shows (as expected) in the top screen when the cursor is at the bottom right of the top screen.
