For a fully updated Fedora 15 system featuring gnome-power-manager-3.0.0-1.fc15, the system does not suspend at all even though time-outs have been set correctly, and the specified interval has been exceeded for a long time, see

The patch suggested in https://bugzilla.redhat.com/show_bug.cgi?id=679083#c2 solves the issue for me and is attached to this report, too.

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all old bug reports in Bugzilla which have not seen updates for many years.
