Toolbar buttons are missing tooltips

These are the buttons that are in the Layouts tab.
I don't think we have *any* tooltips anywhere in the control-center. Jon?
I'm sorta thinking that symbolic icon based toolbars shouldn't have tooltips. Symbolic icons here are acting like text. I think it is a little strange for text based actions to have tooltips. They should just be obvious. I think the real problem Allan is encountering is that the layouts toolbar has a totally non-obvious tool item in it. The preview button should probably look like a keyboard.

If the function of these buttons is always completely obvious, then I agree that tooltips probably aren't necessary. The preview button icon has been fixed (see bug 647656).
