After upgrading to gnome 2.91 from gnome 2.3x I noticed that my caps lock key was no longer an extra control.  Naturally I wanted to fix this and went to the keyboard settings and discovered nothing of use.  After a look in the "system" settings I couldn't anything useful, however a quick google told me that it was a "region & language" setting.  This seems totally bizarre to me, sure setting the layout might be a regional setting but almost all of the layout setting available after clicking "Options..." are completely unrelated to my region or my language.

Sorry if this is in the wrong product/component but I've never found bugzilla particularly easy to navigate especially when it's not a project that you are familiar with.
