Battery level detected incorrectly

(Forwarded from the downstream bug at https://bugs.launchpad.net/ubuntu/+source/gnome-power-manager/+bug/569065 - see the duplicates for additional info) "When I disconnect the power adapter from my laptop, I get a notification saying that I have less than 4% battery power remaining and that the system needs to be shut down, even though my battery is fully charged. Also, the battery icon looks like it's empty but if I open the battery info window, it shows up as being fully charged. The system doesn't shut down, only warns about it."
