Power panel should hide critical power if no batteries

The power panel has an item "When power is critically low". If the system has no battery (i.e. a desktop with no UPS) this makes no sense, and should be hidden (or possibly greyed out).
I think this is a nice-to-have polish item that we should do for 3.0.1
Yup, I've already got it on my whiteboard. It's an easy fix.
