For 3.2, we need to figure out what to do if logout is locked down, and we have a fail whale error. We probably want an error message saying to contact a sysadmin.

Fail whale: respect lockdown

When logout is disabled, don't show a logout button in
the fail whale. No point in showing shell extension toggles
then, either.
