After logging in, before opening any application, the application menu (right next to the "Activities" label) is not shown but can be interacted with, i.e., it can be clicked, altough it just shows a blank menu with a single blank menu item. Since it is not showing any icon or text, it is hard to click on the application menu at this time, being about 5px wide.

In contrast with this behavior, when there are applications open on the current workspace, there is no blank application menu whatsoever that can be clicked.

Steps to reproduce:

1) Log into GNOME (don't open any application!)
2) Click on the space where the leftmost part of the activity menu would be

Expected result:

3) Nothing happens

Actual result:

3) A menu appears, with a single blank menu item

Reproducible: always (with a little precision with the mouse)

GNOME Shell version: 2.91.91
OS: GNOME 3 Live CD 0.10 from gnome3.org

This is not really a dup of 645734, but it should be fixed at the same time.
