network: implement options ourselves

Move 'Options' dialogs into the panel itself. Currently, these are implemented by launching nm-connection-editor, which is suboptimal.
This is somewhat related to the work that is going on in bug 650244 and its dependencies.

Dan, do we need that still?
Not sure if we need the patch in comment 3, but 'implement options ourselves' is still something I want to get to eventually.
the "support random other types" patch has most of the same effect as the wimax patch. I'm not sure about the LTE stuff. Probably yes, control-center does need it, to support additional modem types.
this is being addressed as part of the new design. no need to keep a separate bug
