buggy modal dialog z-order placement

To reproduce:

1. Run gpk-update-viewer after having updated your system. This will ensure that gpk-update-viewer will show a modal dialog ("All software is up to date") after a little while.

2. Put a second window on top of gpk-update-viewer while gpk-update-viewer is looking for updates.

3. Give focus to a third window.

After a bit gpk-update-viewer's modal dialog will show up above the second window.
