Showing which areas have no action on mouse click

In gnome-shell's message tray, I can click on an icon to raise a window, but not on the text that appears when I move the mouse over an icon. This makes harder for me to raise a window, because the icon move to the left to display the text.

It would be much much easier if I were able to click on the text too to raise the window, like it happens for rollover menus in HTML web pages.
