It might be a good idea to have an 'xref' button that lets you jump from the keyboard panel to the layout tab of region+language.

IMHO "Typing" looks more appropriate than "Shortcuts".
Just add the button at the bottom?

Bottom left outside of the notebook is a logical place to put it (see the attached mockup). Does it make the window too tall though? That's what everyone's asking.

Updated mockup. It can go in the general tab easily enough, and that's more efficient. 'Layout Settings' is more instructive that 'Layouts', too.
