consider adding a xref to region and language

It might be a good idea to have an 'xref' button that lets you jump from the keyboard panel to the layout tab of region+language.

IMHO "Typing" looks more appropriate than "Shortcuts". Just add the button at the bottom?

Created attachment 194855 [details] Mockup Updated mockup. It can go in the general tab easily enough, and that's more efficient. 'Layout Settings' is more instructive that 'Layouts', too.
