The mouse tab in Mouse and Touchpad panel contains options that are indepent of having a mouse or a touchpad, such as button order and show pointer position when control key is pressed.

It should be more like the mockups in http://live.gnome.org/Design/SystemSettings/Mouse.

I'd say it's even a duplicate. A bug that says "implement the designs" isn't very useful, we already know to do that :)
