1. as non-root user, open e.g. a .jpg image in eog
2. select file, save as, select 'file system' in left pane
User now sees contents of / in the right pane.

3. enter name e.g. image.jpg, select save

expected result
eye of gnome should indicate to user that the file cannot be saved

actual result
nothing happens, the file is not saved and eog does not present error/warning
dialog.
