introspection: Use --include-uninstalled

For inter-module includes we need to use --include-uninstalled, otherwise we may try to process pkg-config entries for uninstalled .pc files. Also: * Don't include pangoft2 in its own package list. * Filter out non-public pango-color-table.h

Confirming that the patch works. Behdad, can we get a 1.28.3 release with this patch? (Note: it applies to master, but the gir_FILES lines are a bit different in the 1.28 branch -- it's easy to adapt, though)

I'm going to push the patch to 1.28 and master soon, and do a 1.28.3 tarball. I'll just check first that my tarball will look fine :-)
This problem has been fixed in our software repository. The fix will go into the next software release. Thank you for your bug report.
