Initial attempt to make add-ins descriptions translatable

All add-ins descriptions are not translatable.

I've tried to cook a patch, based on what banshee did. It extracts all messages from addins, and translators can start translating them.

The issue is the add-ins dialog manager. It doesn't get the translatable messages. As I'm a noob in mono, I can't help more. All I know is that banshee doesn't use the Mono.Addins.Gui dialog, it uses an internal implementation of that dialog.
