Setup a filter to forward incoming emails that meet match criteria.  Emails that meet criteria are forwarded in the sense that they end up in the Outbox; but they sit there until an explicit Send is invoked.  My expectation is that the email would get sent as part of the forwarding action.

I seem to recall discussing this on another bug (search whiteboard field for evolution[filters]).  The desire is to send after filtering is complete rather than for each and every forwarded message, but I guess there's no way for the current filtering logic to indicate when it's done.
