For photos with sufficiently long EXIF data, the File Properties window stretches to fit the entire piece of metadata in a single line.  Some sites embed the entire photo description in EXIF, which can lead to windows wider than the screen.  For example, http://www.flickr.com/photos/dvids/4626864401/ .
