The GNOME-Shell should have an Option which enables to use the bottom panel (which is right now just a notification area) as a real panel.

This will keep the typical GNOME-Panel look (a lot of people like and want it) and also increases the usability of the Shell (for some people who are used to use the bottom panel as a window switcher).

Also the Shell will be faster accepted by a lot of distributions

A central design goal of gnome-shell is that there is a standard set up for the desktop, in contrast to gnome-panel which can be configured in many different ways. We can't have some applications designed assuming a task list and other applications assuming no task list.

Adding a panel or dock to the bottom of the screen would be an appropriate task for a gnome-shell extension.
