[GstXml] Deprecate GstXml

As discussed on IRC GstXml should be deprecated for the next release because it's broken and nobody seems to need it because it's broken since years. Patch coming soon

Yes, it's a bit more work than expected to put #ifndef GST_DISABLE_DEPRECATED around everything and still have compilable code ;)

Make sure everyone playing around with these tools is aware of this, to avoid frustration. See countless bug reports in bugzilla. Fixes bug #622685.
