We don't have _DOCK for implementing the panel, and I just proposed a
couple more in the EWMH spec.

Need to cut off API additions at some point, even if this
is trivial. (Do we need a comment somewhere to the effect
that this enumeration may be extended and don't assume
that you can switch over all values?)
