By default, the system was set to English and Polish layout. I needed to add a Russian keyboard layout and remove the English. All this I did without problems.

But after restarting the English keyboard layout is returned.
I deleted it again and even pressed the button "Apply system-wide".

This is distro-specific, I guess. Did you try to file that bug in your distro's bugzilla?

It's ubuntu 10.04 (installed from scratch, no update from 9.10)

Are you need to see some attached file?

I seen the picture. The implementation of "apply system-wide" is ubuntu-specific.

I can press "apply system-wide" or not press, but result is same.
After reboot nothing to work, I have a three layouts.

But at another computer all works fine.
I think that is a config parser problem.

In GDM login screen, you selected US layout. GDM passes it to the session. That's why that layout is unremovable.

Perhaps the control center should modify the user's .dmrc when layouts change?
