Have you checked if this game is perhaps already in aisleriot, possibly under a different name?

Usually we only add new games when provided with the scheme code and a help file. See http://git.gnome.org/browse/aisleriot/tree/games/Rules.HOWTO for a rough guide to writing games; and also check out the existing games and help files for guidance.

It is not in 2.30.0, the version on my platform.

It is a variant of La Belle Lucie, which is also not included.

Yes. However, we prefer to have the .xml file ready for inclusion in the help, e.g. http://git.gnome.org/browse/aisleriot/tree/help/C/klondike.xml . (Note that for licensing reasons, you cannot just copypaste text from your source; you have to write your own text.)
