Creating a folder while creating a new filter is not possible, tested with ev 2.30.1.2.

Reproduce:
Right click a mail, create Rule based on mailling list
-> new filter window opens
In lower part, move to folder, click destination folder
-> Destination folder dialog pops up
Click any folder, then NEW to create a subfolder
-> Create a new folder dialog pops up
==> But you can't enter anything on this dialog, until 'Select destination folder' is closed...
