The GTK+ 2.90.* releases (to be GTK+ 3.0) are not on library.gnome.org:
http://library.gnome.org/devel/gtk/

(Note that these are _unstable_ releases, despite the even number.)

Actually the documents were there, but as they got a "3" appended to their DOC_MODULE variables they were shown elsewhere (as .../devel/gtk3/ & co).
