You cannot seek the file.

While you can with vlc or firefox >=3.5.

This needs index support, like with a patch from Bug #607945

Marking as a duplicate of bug 607945, as the code landed in gst-plugins-base recently. There's still some bits to work on (as per the bug), but seeking in remote ogg files should work now.
