How to reproduce:
0. Push ALT.
1. Press TAB. The shell’s app switcher UI opens.
2. Press `. The shell’s window switcher UI opens.
3. Release ALT.
This is expected behaviour.

Now
4. Push ALT.
5. Press `. A different window switcher UI opens, showing no dialog but a white-black-white window border.
6. Release ALT.
This is unexpected behaviour and inconsistent with the behaviour as described in steps 0-3. It would be more consistent to show the shell’s window switcher UI.

I'm running an Ubuntu 10.04 prerelease version. In Ubuntu 9.10 the direct ALT-` behaviour was even different, doing nothing at all.
