When dragging a clip, if it snaps to something, a glowing vertical line should be drawn to indicate what it is snapping to.

I've started work on this:
https://github.com/nekohayo/pitivi/commits/snap-indicator

It works, except that it has one bug: it doesn't clear the indicator when you finish your drag operation. I couldn't figure out where to catch that and call hide_snap_indicator(). Feedback and help welcome!
