The background-properties-capplet will not run on its own, however, it can
be started within the Control Center. I first noticed this problem when I
tried right clicking on the Nautilus desktop and selected Change Desktop
Background . It does not give any kind of error and when you try to launch
it from the terminal, it only gives you Message: Sucessfully registered
'OAFID:Bonobo_Control_Capplet_background_properties_Factory'.


This error occurs on both the standard source and Ximian Builds.
