When 'Comment' field of 'save as JPEG' dialog is filled and
'save default' button used, at next this dialog is used,  no any text in
comment field appear.

Apparently this is confusing to people.

Perhaps it is confusing, but the default comment is set in GIMP, not in the JPEG dialog. It doesn't make sense to keep a report open for this. If someone wants to improve it, feel free to propose a better solution on the gimp-developer mailing-list.
