There's no way to read the entirety of some IRC rooms' topics. Mousing over it should at least show a tooltip.

Actually, a tooltip is shown if you mouse over the *tab*, just not when you mouse over the actual topic label... so the label should simply be made sensitive in the same way as the tab.
