Sometimes, the scrollbar sticks to the mouse, that is you do not drag it
(left button released) but the bar keeps following the mouse.

To reproduce it:

. drag the scrollbar to the top
. do NOT release the left mouse button
. slide the mouse above the toolbar into the bookmark area
. release the left mouse button over the bookmark area or menubar
. move the mouse down into the page area

the bar sticks to your mouse.
