The GnuCash for Windows "unstable" version 2.3.8 has the following issue when attempting to "Start AqBanking Wizard":

  The external program "AqBanking Setup Wizard" has not been found. 

  The aqbanking package should include the program "qt3-wizard".  Please check your installation to ensure this program is present.  On some distributions this may require installing additional packages.
---

I uninstalled 2.3.8 and reverted back to the stable version 2.2.9, and the AqBanking worked fine.


The closest issue I could find related to this, according to the documentation:

"In the gnucash-2.2.0 package, you have to install an extra package for the online banking setup. In newer packages (2.2.1 and higher) this is no longer necessary and you should ignore the rest of this section."

But this should have been resolved in 2.2.1, and of course 2.2.9 does work.

I should note that I am running Windows XP Professional SP3, with a user with administrative privileges.

And if it is helpful, the qt3-wizard.exe file does exist here:
  C:\Program Files\gnucash\bin\qt3-wizard.exe

Same issue here. 

Additional Information:

I added "C:\Programme\gnucash\bin;C:\Programme\gnucash\lib;C:\Programme\gnucash\lib\gnucash" to the PATH variable manually, but it did not help.

I could resolve the issue:

The registry keys 
"HKEY_LOCAL_MACHINE\SOFTWARE\Aqbanking\Paths\bankinfodir"
"HKEY_LOCAL_MACHINE\SOFTWARE\Aqbanking\Paths\cfgmoduledir"
"HKEY_LOCAL_MACHINE\SOFTWARE\Aqbanking\Paths\importerdir"
"HKEY_LOCAL_MACHINE\SOFTWARE\Aqbanking\Paths\providerdir"
"HKEY_LOCAL_MACHINE\SOFTWARE\Aqbanking\Paths\wizarddir"

pointed to "C:\Programme\gnucash\lib\aqbanking\plugins\16\..."
instead of "C:\Programme\gnucash\lib\aqbanking\plugins\29\..."

Having changed the path to the correct directory the wizard opened.

Are these registry keys removed on uninstall of gnucash?

After making these modifications I also was able to load the aqbanking wizard.
