The Glabels application is released today (v2.2.6). It is part of the GNOME Git, and I have added an entry to the JHBuild modulesets just a few days ago. Unfortunately, it is not provided at download.gnome.org yet. The current tarball is here:

http://downloads.sourceforge.net/glabels/glabels-2.2.6.tar.gz

Would you add this to the Library please?
For future releases, we will add the tarball to download.gnome.org to simplify this.

Sorry I totally missed your request; could you ping this bug again once the tarball is available on download.gnome.org, they are much easier to handle and as it's already planned I'd rather wait.

Good news: The tarball is now available at http://download.gnome.org/sources/glabels/2.2/.

The JHBuild entries for glabels 2.2 series are available within the 2.28 and 2.30 module sets for now.
