When selecting the keyboard layout in GDM, only one keyboard layout shows up in the popup by default (usually "USA" or the one used for the system).

It should show more languages by default:
- the current one
- a selection of keyboard layouts based on the currently selected language (say, different variants of the French keyboard if French was selected as a language)

GDM for GNOME 3 doesn't have a language selection dialogue/drop-down anymore.
