For most webpages it is possible to drag and drop URL from Firefox/Epiphany
directly to the desktop and create a link file. For several webpages it is not
possible, for example www.netboot.me. Please see attached video.

I can confirm this too

Ubuntu 9.10 i386 and x86_64 (both my desktop and my laptop computer)
Shiretoko 3.5.5pre and firefox 3.5.4
nautilus 2.28.1

I have also another, probably related bug. When I try to create desktop link from firefox, most of the time I end up with the webpage I was visiting being copied as an html/php/vgi/whatever file.

Usually keeping shift+ctrl held while dragging works, and a desktop link is created, but it sometimes fails too.

Same here.

I am having the same problem as Angelos mentioned: some sites I can drag or drop to the desktop or a folder with no worries (ie http://google.com) but for some others dragging the page seems to create an html / a php file etc. This happens for me for this page for example: http://cvc.cervantes.es/obref/congresos/

Like Angelos, sometimes using ctrl-shift drag does the trick, sometimes nothing happens when I do it.

Starting with version 3.28, nautilus will not handle the "files on desktop background" feature. For better alternatives, read this blog post https://csorianognome.wordpress.com/2017/12/21/nautilus-desktop-plans/
