Add configure option to disable background scanning for wireless networks

Add (or readd) a configure option to disable background scanning of wireless networks. The current problem is that ath9k halts the network connection when a scan for other APs is going on. My current workaround is to switch to wicd.
This is fixed in kernel 2.6.32 and later with background scanning at the driver level... We could also do some combination of traffic triggering to postpone the scan for a while, but a config option is not going to happen for a number of reasons with roaming being a large one. But this just got fixed in the kernel for 2.6.32, in any case.
